The mixed-tenure development will now move ahead with plans for 293 build-to-rent homes, 406 purpose-built student rooms and 100 affordable units, alongside the restoration of listed market buildings around a new civic square.
First approved by Edinburgh councillors in December 2022, the scheme was called in for ministerial review in February 2024 after noise concerns were raised.
Sustainability measures include air-source heat pumps, photovoltaic panels and a target BREEAM ‘Excellent’ rating.
Discussions are underway with a local registered provider to procure and manage the affordable housing element once built.
Iain Smith, planning director at Watkin Jones, said: “Securing approval from Scottish Ministers for this landmark regeneration project in Chesser is another step in addressing the city’s housing shortage.
“Our new development helps to meet Edinburgh’s housing needs across several tenures while preserving its heritage and creating a more sustainable neighbourhood.”
Completion is targeted for 2029.
